What are are the consequences of fraud against microsoft?

I know this guy that buys the new windows thing then he sells the access codes on ebay...isn't this fraud?? because he is reselling a product that is copyrighted and doesnt belong to him. I know I should call the cops but his luck will run out some day and I just wanted to know what kind of trouble he should be getting in.
